José Miguel Alemán Healy was born on May 8, 1956, and has an extensive background in diplomacy and law. He holds a Doctor of Law degree from Tulane University and a Bachelor’s degree in Political Science from Ripon College, Wisconsin. He served as Panama’s Minister of Foreign Affairs from 1999 to 2003, Deputy Minister of Government and Justice in 1991, and a member of the Council on Foreign Relations at various times. His connection to the United States is significant, as he spent part of his childhood in Washington, D.C., while his father served as Panama’s ambassador to the country.
During his stay in Pittsburgh, the ambassador emphasized Panama’s role as a logistical and financial hub in Latin America and the potential for establishing new partnerships in trade, education, and technology. He also highlighted the contributions of the Latino community to the local economy and expressed his commitment to fostering bilateral relations.
